The State of the State
The government of the overworld can best be described as a feudal oligarchy. There are several major cities, each with their own ruler, and each major city has control over a number of smaller settlements and towns who adhere to their rules and pay taxes. In political geography, a major city and it’s holdings are referred to as a county. For example, the county of Yyarn consists of the major city Yyarn, four or five minor cities, and various outlying farming villages and mines. For the most part, each town’s ruler, generally referred to as a Lord, deals with local affairs as they see fit. However, when matters of great importance must be discussed the lords will gather at one of the more central locations and hold a council. They also meet once annually to discuss affairs for the next year.
While lords have authority over their holdings, other notable influences in the land are the Alchemist’s League, and the Brotherhood of Rangers, both of whom have an honourary seat at the Annual Gathering of Lords. It is also said that certain lords are indebted to powerful members of the criminal underworld, who exert their own influence through them.
